Confined is the key annual event of The Torch's Indigenous Arts in Prisons and Community program and a central event of the Yalukut Weelam Ngargee, Melbourne's longest running Indigenous arts and cultural festival.

The artists featured in this year's exhibition represent numerous language groups from across Australia and their cultural diversity is expressed through the rich visual range of works on show. Each piece is a personal exploration of identity and connection to Culture and Country.

Now in its 9th year, the Confined exhibition provides Indigenous offenders and ex-offenders with an opportunity to connect with the community and to promote the practice of culture in rehabilitation. It also serves to highlight the issue of over-representation of Indigenous people in the criminal justice system.

With the high levels of incarceration of Indigenous people a deeply felt social issue amongst Victoria's Aboriginal communities, this exhibition has proven to positively impact on the prisoners, their families and in reducing recidivism rates.

The benefits were heightened when a new Victorian government policy introduced in 2016 enabling incarcerated Indigenous Australians to sell their artwork whilst still in jail and have access to the funds on release. Post release participants receive the full sale value of their artwork directly and the proceeds for artists still in prison are held in trust by Corrections Victoria until their release.

Supported by the City of Port Philip through the Cultural Development Fund, Confined 9 plays an important role in supporting Indigenous offenders and ex-offenders to tell their stories, connect with the community, develop arts networks and reintegrate back into society.
